Physical details

Forward voltage of an LED is about 1.8 V–3.3 V
Without any specifications we'll assume they can handle 20 mA.

Typical forward voltage  (@ 20mA)

Infrared = 1.3 V  / Red = 1.8 V / Orange = 1.9 V / Green = 2.2 V

Yellow = 2.3 V / Blue = 2.6 V / White = 3 V

Basic circuits

Two-LED flasher circuit operates at about 1Hz.
